For the ones from events- the items that are there are from crafting and leveling up the badge for that event. The other items were individual rewards for participating in the event and completing event tasks. That is the differentiation, and Valve has every right to make that distinction. Their store, their event, they get to decide if people who did not participate can use no-money-value Steam Points to buy certain items.
I get it- you see items that other people have and want them, and FOMO kicks in. I missed the year of the Pig Lunar New Year event because I was in the hospital. So... no pig-in-a-blanket emoticon or any of the other pig emotes from that event. I would enjoy having them, but I am not going to call it a "glitch" that I was not able to participate in the event. It's just like items from removed games that I can't get now, because the items are no longer available in the Steam Marketplace, and you can't buy Trading Cards from those games- only Trade for them at usually ridiculously exorbitant exchange rates, with people who still have them.
Not a glitch- it's Capitalism, PR, and brand marketing in action.
"Missed out on some goodies from [_X_Event_]? Well, make sure you never miss another upcoming event, and make sure you participate in it fully! And buy a few games while you are there too, please!".
I actually found the items for the Steam events in the Steam Database and the Steam Stack Exchange linking to their Point Shop pages. I was a bit shocked, since, like everyone else, I thought that they were removed after the events. Not buried in the inner recesses of the Point Shop items store and readily available for anyone to redeem.

Unfortunately, 2019 is no longer available. That's the one I missed and have interest in.
It's been explained why this can happen and it's down to the discretion of the rights owners. You assert it's a bug.
So what's your empirical evidence of this? Unless you can state this and show it is a bug, then we're really just going round in circles.
Maybe try finding out an example and contacting the rights owners?
А. Assume it's a bug (without any empirical evidence) and try contacting support or asking the forums.
B. Convince yourself it's a just a change of Valve's policy and rejoice that you still have plenty of games starting with consonants.
There is still a bug on the client (from 2020) that has games randomly disappear from your game list but it still shows you own it on the store page.
It's the default postion. You don't believe ANYTHING without evidence,. You say "I don't know what's happening". Basic logic 101.
Then you look for evidence to find the answer, and if you still can't find adequate evidence, it remains "I don't know".
That's why burden of proof exists.

You assume the DEFAULT postion. Nothing.
Then you look and make your decision either way when you have suifficient evidence.
The default position is the ABSENCE of a decision - that's the point.
When you load up a racing game, and half of the cars spawn without wheels, you first thought will be "What the ♥♥♥♥ is this bug?!", and not "I should not jump to conclusions, better carefully assess all possible reasons for this peculiar phenomenon".
Let me explain it to you.
With any binary proposition - there are ONLY two possible answers, OK? So if I said "I have a pet dragon" it is either true or false isn't it? It can't be anything else.
So if I say that to you, the DEFAULT position is to NOT MAKE ANY DECISION about whether it's true or not. It doesn't mean you've chosen either side.
That's what the default position means. It's the automatic non-answer if you will.
So, in this case, you NEVER believe anything and jump to a decision when you have inadequate evidence - you should be taking NO decision.
