Typically that apikey should be blank, it's usually evidence your account has been compromised.
And you say "I have Steam Guard" like you think it's an invincible shield that will protect you no matter what. It's just a lock, a good one. But it doesn't do much good if you've been tricked into providing your credentials and guard key to a phishing site for any reason at any point in time.
You can argue the point if you want, a lot of people do. Regardless, your account is compromised. Good luck proving it's Valve's fault and not your own. You should focus on securing it though.

Change your password on a secure device.

Revoke the api key https://steamcommunity.com/dev/apikey
Steam Guard is just an added Key. If you give it away someone has access. No didn't than if you give your house keys away to a stranger that stranger has access to your account
It's not. Someone only got into your account from your side. There is no feature to require a user to confirm a purchase. They shouldn't be in your account in the first place. Instead of blaming Steam you should figure out how someone got your username, password and LIVE Guard code.
Just blaming Steam instead of figuring that out means you don't learn from your mistake and are more likely to repeat the same mistakes. Maybe next time it's with your bank account
