Are you asking about Steam Digital Gift cards sent from your Steam account to a friend's Steam account? https://store.steampowered.com/digitalgiftcards/selectgiftcard My guess would be because Valve is trying reduce fraud on Steam.

I think the $200 is from two $100 Steam Gift Cards.
Steam has a limit on the amount of money you can have in your wallet, but that doesn't affect stores in any way. It's just the store that doesn't to sell you multiple cards, for whatever reason.
You are aware that you don't need Steam wallet to buy games, right? You can just use any supported payment method (which should include credit cards and PayPal in most/all countries, and maybe other stuff) to buy games directly, without having to buy cards and collect leftover credit in your wallet.

What I meant was why are the physical cards limit is $200 is there anybody to contact by e-mail to why this is and if I can buy more at a time.
Also just to be clear, the ONLY way to contact Steam is thru support ticket system. No contact e-mail, phone number or any other means exists to contact them.

I go to the store and buy them but,if I want to buy more that $200 (2 $100 cards) the cash register will not allow me to buy any more even if I start a new receipt.
The clue here could be to get the EXACT message the person is getting at the till.
If it says something like "your card has been declined" when you attempt to pay, then that's your bank's end. If it either doesn't go through BEFORE that or gives some other sort of message, it's likely something their end at the store.
They might well restrict it to prevent stolen credit cards being used. It is fairly common with cash cards like this.
I pay with cash.
And the reason is as I said - stores get lots of scammer use these as currnecy.
