Question about profile picture moderation policy
A user has uploaded the following picture as a profile picture:

I would like to ask if this picture can be reported? Is it against the rules in your opinion?
Especially against the following rule:

Do not post any content on Steam containing the following:
- Porn, inappropriate or offensive content, warez or leaked content or anything else not safe for work

Thank you if you can clarify it. I'm just a bit shocked why it hasn't been removed yet. The user is trying to get attention through Steam group comments.

No actual nudity means it doesn't violate any rules

There is as much actual nudity in that avatar as there is in your own.
Is it suggestive?
Sure.
Is it pornographic or showing actual nudity?
Nope.
If it was and did, your linking to an image sharing service showing it would also be a violation of the rules and guidelines. So...

It has been removed.

Thank you a lot for the replies and for helping me to decide. It might have been a borderline case but in my opinion it was explicit content and in my country this is not safe for work.

The same user uploaded similar pictures earlier (not mentioning the profile names they used). It definitely made my mama heart hurt as Steam is often used by children.
Even if you click on the link I provided, you receive a warning:
- This post may contain erotic or adult imagery.
- By continuing, you acknowledge that you are 18+ years of age.

So what I would like to say is I'm happy because such questionable (as you mentioned, suggestive) content can get removed and has been removed. I also see that their group comment(s) disappeared so I assume those had been removed too.
