You can move the authenticator to a new phone (Assuming you keep the phone number) triggering only a two day cooldown.

The biggest issue with market & trade hold, is scammers, and hijackers, as people fall victim to scams, and phishing attacks, that why everyday someone come on the forum asking for help due mistakes they done. Scammers wouldn't be able to immediately trade items without end user part, and trade holds make things really inconvenient for them because end user will recover their account within a day normally way before 15 days happen, and that to how they have enough time to cancel trades, and market listing as well if they're on hold.
It seems like OP's second problem is that most users don't share his experience, so his complaints aren't sympathetic. IE the Summer sale is the same time every year. It's easy to plan for, if you need to plan for it.
At any rate how does OP address the tens of millions of users who don't have an issue?
The system has rules and requirements and they're easy to abide by, and they're not secret. You either meet the requirements or you don't. Stop trying to wing it or roll your own processes and you'll avoid some of these issues.
Steam Guard Not Enabled
We require Steam Guard (via email or mobile authenticator) to be enabled for 15 days to help protect your items and Steam Wallet funds from being misused by someone who may have illicitly obtained your password. If you have not had Steam Guard enabled for 15 days, you will be unable to trade or use the Community Market. Accounts that currently have Steam Guard disabled will be unable to trade and use the Community Market.
Steam Guard Only Recently Enabled
If you have recently enabled Steam Guard via email on your account, you will be unable to use the Community Market for the 15 days after Steam Guard was enabled. Removing Steam Guard or disabling and re-enabling Steam Guard will also trigger this restriction.
Mobile Authenticator Added
A Steam Guard Mobile Authenticator provides additional security for your account. Adding an authenticator does not immediately remove existing restrictions. Trades created within the first 7 days of adding the authenticator will still have up to a 15 day trade hold. This allows your items to still be protected and gives you time to recover your account if a malicious actor were to ever add an authenticator to your account.
If your account was already protected by Steam Guard via email, you will have no new restrictions from using trading or the Community Market. If your account was not protected by Steam Guard via email or mobile app, you will be restricted from using trading and the Community Market for 15 days because Steam Guard has been recently enabled.
Mobile Authenticator Removed
Removing a Steam Guard Mobile Authenticator reduces your account security. To help protect your items, you will be unable to trade or use the Community Market for 15 days. In the case your account was compromised, this restriction gives you time to recover your account and reinstate your security without losing your items.

Why are my items on hold?
Any trades or Market listings created before a Mobile Authenticator is added, or during the first 7 days after it is added, will be held for 15 days. Trades or Market listings created more than 7 days after a Mobile Authenticator is added will not be held by Steam. Adding a Mobile Authenticator will not reduce the length of existing item holds.

i read and notices that there is no such thing as waiting for 14 days aka 2 weeks before items are being held for another 15 days.
p.s disabling Steam Guard is equivalent to removing Steam Guard Mobile Authenticator.
The fact is that the reason this security thing was introduced was because people were being scammed one hell of a lot.
Here on these forums, the Help and Tips section used to have several posts every hour of every day galore. When they started to introduce these filters, it all but dried up. Now we only have to deal with the phishing attacks.
So it is abolsolutely VITQAL this is introduced and stays, whether you like it or not.
But here's the kicker - you KNOW how this works and yet you didn';t prepare? Nobody's fault but yours for that. If you are intendign to use the sale then you should set this up beforehand.
Whenever the sale goes on for me, I simply make sure on the day it starts I have no administrative stuff I want to do on the store for the first couple of days. Simply so I don't get stuck due to congestion.
Then I'll have a bash in the wee hours of the morning. And if I forget, well that'd be entirely on ME.
Sorry, but this is all your fault.
No amount of security will protect you if you give away access by visiting shady sites or picking up malware.
But more than this, these cooldowns and hold demonstrably work. So, that's how it is. It does mitigate the issues. Consider this - as you've had your stuff traded away, how would it have helped you if a scammer could do it INSTANTLY, instead of having to wait?
