you won't have access to dlc weapons, vehicles, or compaigns, while jets and marksmen are loved for PvP, there's plenty free mods on the workshop if you want more content.
the minimum recommended would probably be to get the apex bundle.
Arma 3 is really a sandbox with which you can play many different kinds of missions, or gamemodes. SP, MP as :PvE, PvP, Team vs Team, maybe even AI vs AI. It has a campaign (basegame is singleplayer on 2 Greek-ish islands, Apex DLC is Coop/singleplayer on pacific island archipelago, Contact DLC is single player on eastern Europe foresty/countryside), some showcases to explain the features in the field, Extensive explanation of its feature in a tutorial guide. Own made and 3rd party made missions with the editor. If you want and are able with scripting. Missions exist and can be made where there is a player acting like a gamemaster/God (hence named Zeus) that interactively is a real time mission creator in multiplayer. Plenty of mods and missions have been made on the Steam workshop. Many communities/milsim groups don't even need DLC, just the mods their servers require.
But if you like them, there are also sort of total conversions creator DLC, covering different kind of war theaters made by 3rd parties under support of Bohemia interactive. 2 Coldwar in Europe (Global Mobilization, Iron Front CSLA) Western Sahara (desert Africa), SOG Prairy Fire (Vietnam based conflict)
I can only advise to watch some videos on Youtube. Try to filter the search keywords to get vanilla (no mods) results. Or for specific DLC.
But Apex is the best value for money. And the Apex Edition with other smaller DLC maybe even more if your budget allows.
What the basegame is all about?
Short version: Infantry to mixed arms operations that have a patrol focus. That's where the AI shines, defensive (either garrisoning or just 'defending', as well as storming defenses) and cinematic play is possible, but benefits from mods and/or scripts because that fights the core engine.
Which is designed to give you an utterly easy to use sandbox + editor where you literally can, if you go the patrol way. Drag and drop players, antagonists, in a few minutes, and have a fully functional mission. Literally minutes (if it's simple) but it will be 100% functional and get you excellent firefights.
Long version (which is ironically not that long)
Let's just say that this game spawned things like DayZ, PuBG, and so forth.
Has 'ported IP's like Warhammer, Halo, Starship Troopers, Stargate etc.
Has Zombies, Mutants, Spooky Stalkeresque zones, etc
Melee and low tech mods (Romans vs Barbarians)
Roleplay (Arma Life)
And even completely screwball (yet amazing) stuff like:

"Okay, the long version is infested with mods, I want basegame"
Mods are so easily integratable with Arma 3, one of the most moddable games (again, comes with an easy to use editor) that they shouldn't even be seen as mods.
But 'mutators' like you got from old games like UT99 etc.
And they don't even disable achievements.
So, yeah.
If you like 'military shootan' and you don't have Arma 3 in your toolkit. Especially on sale?
Then I dunno what to tell you. Specialized games do some things better than this titan of spread, but, you get so much damn bang for the buck, it's ridonkulous.
Buy it. SP is fully viable too, you know?
You do not necessarily need to be into creating your own military simulations to enjoy Arma 3. Thanks to a very large Arma 3 community (even 9 years after it was released) there are lots of user-created missions. You will never run out of missions you can play.
Out of the 4,200+ hours I have in this game, approximately 25% of the time I play multiplayer scenarios online. The rest of the time I am creating and playing my own missions, or playing missions I've created with friends.
Valen did a good job describing the base game maps and most of the DLCs, so I won't bother. He is also correct when he stated that you do not need to own any of the DLCs to play Arma 3.
In fact, I would advise those who are new to Arma 3 to buy the base game only and no DLCs initially. Play the vanilla Bootcamp, Proloque, and East Wind single-player campaigns to become proficient at playing the game. Then decide on which DLCs (if any) you would like to buy and which mods you would like to download.
You should be aware that when you buy Arma 3 and install the base game you are also downloading and installing all the DLCs, regardless whether you purchased them or not. Which is why Arma 3 will consume 90 GB of your hard-drive space.
You will only have access to those DLCs you actually purchase, but all the DLCs are still downloaded, installed, and updated with the base game.
I think the.lovewyrm described Arma 3 the best. Just about anything you can think of involving the military and squad level tactics can be accomplished using Arma 3.
- If you want to fight during WW II, you can.
- If you want to fight in the jungles of Vietnam, you can.
- If you want to fight in Iraq or Afghanistan, you can.
- If you want to fight zombies or dinosaurs on the moons of Mars, you can.
The game is really only limited by your imagination.
