If by digital gift card you dont mean in Steam one then the answer below is relvent

If the store region is not the same the answer is no. To use one regions currency you must have a payment method and currency from said region. Buying a card in one region to redeem in another will not work.
Turkey is one of the few regions that nothing can be gifted to or from. This is due to the unstable economy of the region.
