Just like web broswer that use your GPU for rendering videos, and such.

Try this, should stop it from using your GPU if that what you wanted, Steam settings > Interface > Uncheck "Enable GPU accelerated rendering in web views" and Uncheck "Enable hardware video decoding, if supported"

Browsers have been using GPUs for years now.

The webhelper process as you might've guess is CEF's processes (the web component of Steam).

Steam uses the Chromium Embedded Framework and spawns multiple processes - just as Chrome would.

Yes, as a web component it does use some GPU.

I have the same problem. It appears WebHelper is constantly using GPU for Video Decoding (according to Task Manager) even when all Steam windows except Friends are closed.
Actually even when Friends are closed too.
Closed or minimized in the tray?

The answer is literally 1st post. Don't necro and read next time.
The problem is that it should not do it when steam is not visible on the screen.

But it's running in background.
Why would Steam decode video while running in the background? It does not make any sense even if it is in the foreground with no video running
