A community profile that hasn't been set up but has a profile picture

As the title explains the point of this thread. How does one put a profile picture on their Steam account without setting it up? I thought you need to set up your account first before you can start editing the details about your profile such as your profile picture, real name, country, state and city (if applicable), profile picture, summary and some other details.

It says this if you visit the profile:

This user has not yet set up their Steam Community profile.
If you know them, encourage him/her to set up their profile and join in on the gaming!

It can be like that if no other information was entered into the profile through the settings. The avatar alone is not really considered setting up the profile.

Wait so, you can actually add a profile picture without clicking that button that Steam tells you to set up your account? How do you do this? When I clicked that button to add my profile picture during my early days on Steam, it removed the thing that says that the profle isn't set up yet.

Using the Developer console to change it.

Where can you access that? I never saw a feature or option like that on the client.

Interesting feature, never heard about this until today, even though I'm five years on Steam. The more you know!
