It is usually better to sell the gems and buy the cards you need.
There may be listings there for cards you need for trade- either trading cases, keys, other Trading Cards, or gems. Often the gem price per card will be 100+ gems, while converting the cards is only a few gems- but 300 gems for 3 cards you need is better than 1200 gems for 3 random cards that may result in more duplicates you don't need. And if you have duplicates, you may be able to trade your dupes for cards you need to complete the set.
