Why is there such an unnecessary limit to booster pack creation?

Converting cards into gems has always been an incredibly unfavorable deal. one game i have, the cards for it dismantle into 4 gems each but the booster pack costs 1200 gems, how is that a fair deal? so with the deals on booster packs already being pretty bad, i dont get why it also has this stupid 24 hour restriction on being able to craft packs,.

Then sell the cards on the market instead.

BTW:
The gem amount decrease depending on the games age, popularity and availability.

I don't actually want to sell cards, i just want to craft booster packs for a game that's no longer on steam so the cards for it are no longer purchasable on the steam market so i'm at the emrcy of this booster pack creator to obtain them but its got such a stupid time restriction.

The gem cost of booster pack creation is solely based on the number of cards in the set.

It is usually better to sell the gems and buy the cards you need.

I unfortunately cannot buy the cards i need since the cards are not allowed to be bought or sold on the market since the game was removed from steam. the booster packs are still craftable though.

Check the game's Trading subforum. The game is removed from the Store, but will still have a game hub, and if it has Trading Cards there will be a Trading subforum.
There may be listings there for cards you need for trade- either trading cases, keys, other Trading Cards, or gems. Often the gem price per card will be 100+ gems, while converting the cards is only a few gems- but 300 gems for 3 cards you need is better than 1200 gems for 3 random cards that may result in more duplicates you don't need. And if you have duplicates, you may be able to trade your dupes for cards you need to complete the set.

The trading forum for the game is pretty dead, duplicates are fine because i found 1:1 trade bots that i can trade the dupes to.
