Yes, that is called a "bonus". You don't buy the points, you buy a product that comes with some points as bonus. If one is buying anything just for the sake of getting Steam Points, there's only their poor buying habits to blame.
Yeah, sure, if you want to see it as free. But as I said, you better never again complain about microtransactions you can also get via playing the game. Same principle.
I don't have a Steam Deck, but I hope they have a high-contrast option for the keyboard to ease use for vision impaired people (you know, people who actually benefit from having a device they can hold close to their eyes). In the end it's likely just a CSS file hidden in a proprietary format.
IMO stuff like this should be free. You wouldn't buy a skin for Steam, would you?
Ever since the introduction of Trading Cards the community have become increasingly freemium. Every other company would have long been called out on this. And when people bring it up, they get laughed it.

And people are asking for profile music in the point shop.
Why? Because putting things in there seems to be the only way to get Valve to care about something. People won't be happy to having to pay for skins. They'd bite the lemon if this is the only way to get some of consistent quality that hopefully don't break every other update.
Or because they don't want to download something related to a library and inventory valued at hundres or thousands of moneyz from a random third party site. Not like Valve offers any on their own. Like the often requested light theme.
And good luck skinning BPM.

Don't really care about BPM. Got a Steam Deck instead to use SteamOS. Quite customizable all around.
