IT HAPPEN ONLY TO STEAM.
I get the same arrow on the icon if done through Steam, that I get if I do it manually through the Windows and the game's directory.
Minecraft, Spotify and even my Final Fantasy XIV launcher all have the arrow. Looking at all my other game platform launchers (Origin, Ubisoft Connect, GOG Galaxy, Battle.net) they all have the same arrow on their shortcut.
Shortcuts created through the other launchers also have an arrow on their icon, when I create them.
Looks more and more like a Windows issue to me.

Its blank icon, not game icon.
My mistak.
Mine showed the icons fine when I made them.

The last one seems simple enough as it likely the Windows Icon Cach is corrupt and needs to be rebuilt.
It doesn't seem like Steam it's self is the issue, but likely some other issue is preventing the icons from being correctly applied.
Personally, I don't really use desktop icons as half my screen would be filled with them. I just star the game through the Steam Library and it make things so much easier and keeps my desktop clean.
It means they know what year it is!
Well, I have clean desktop, so keeping it with order is not a problem for me.
I tried rebuilding cache, no luck. It's fresh system (installed few minutes before), veryfi game files sometimes helps, sometimes not, if you had modded the game, it will surely revert all changes.
Only solution working is which I already using "properties > change icon" on the shortcut. But this is not solution, but workaround.
When you manually create a desktop icon it does not always create the correct one which is a Windows issue not a Steam nor other PC client issue.
Why do i say this? because i have desktop icons for games which are not related to Steam or other PC clients such as Diablo 2 LoD, Grand Prix 4 etc and the icons can change to blank icons. Uninstalling the games and reinstalling plus recreating the icon is the only fix.
That doesn't mean that Steam is the issue, just a symptom of the issue.
This also points to something else being the issue. The link is a local URL to start the game.
Have you tried reinstalling Steam? A fresh OS install or reset?
It's not local os system problem, as every other icons are working (outside of steam), and when I install game via steam, icons on shortcuts are placed properly.
Once again I repeat repro steps;
- install any game via steam
- delete shortcut created on desktop (or un-tick creating desktop icon upon installation)
- go to steam library, find installed game
- right click on it, choose to create desktop icon
-icon on this shortcut will be now blank, default system icon instead of game icon.
I have reinstalled Steam, system many times.
What may be connected to issue, is having Steam installed on disc C (SSD M.2), games are installed on disc D (SATA SSD) and disc E (different SSD M.2 from steam installment)
But once again, when I INSTALL game with desktop icon, it's made properly.
