if you can find a site that sells a key or license, then you can buy it thru them. if there is a problem with the key, that is between you and that site, steam has nothing to do with it.

So the dev renamed it Mudrunner and kept improving and and even released a successor Snowrunner:

When I returned to Steam last year, I pciked them both up then.
Spintires first, then Mudrunner more recently.
ALthough I will say I can't be sure if I bought the first from the store directly or if it was in a Humble Bundle or something. I'll have to check (I'm in Britain, by the by).
How about Idk games being unavaliable in your region but giftable from other regions?
Yeah, Spintires seems to have been removed from Steam, which means you cannot buy it through Steam.
This does not mean Steam will prevent you from downloading or running Spintires, however; because I already have it in my collection, I can download it at any time from Steam, and Steam will run it; Steam will not make games you already own unavailable, such as Spintires or the Deadpool game.
If you want a game that existed on Steam at some point that you do not already own, you would need to find a Steam key for that game somewhere. It's possible someone has an old Humble Bundle code, or a third party site might sell it, but you're somewhat on your own for this one.
Alternatively, if the publisher is selling the game elsewhere, it could be bought there and then made to run through Steam as a non-Steam game.
I get the mudrunner and snowrunner recommendations but honestly there's enough differences between spintires to make it worth having in your library plus a hefty amount of mods for it.

A weird situation, but it is what it is. Might not have good regional-pricing for you, though.
In 2020 they released more DLCs for the game but in early 2021 the game was removed again.
The reason? Nobody knows, people are just guessing. Some people says they were sued for IP infringement, others says it is a copyright dispute between them and the publisher of mudrunner and snowrunner.
