You can throw around arbitrary stuff, it doesn't change that ownership for a game on Steam is tied to an account. And in your case, your account doesn't own the game so you sholdn't be able to review it.
As I said, they should remove the review field for it. That's an oversight they still need to correct.
Your opinion is valid, which is why you can share it on most game hubs even if you didn't buy the game.
Like? Ever heard of the "If it isn't broke, don't fix it" mantra? Why would Steam bother to change a perfectly working concept? Just to cater to some peeps who want to have their cake and eat it as well? Can't say that sounds like a very compelling argument to me.
Not to mention that this same approach is used on dozens of webshops as well; you can't review a product unless you bought it there. Plain common sense if you ask me.
And developers and Valve are just supposed to know that right? The game was not purchased on your account. Thus your account does not own it. It isn't rocket science to figure out.
Crying out "toxic" in an attempt to drown out valid criticism doesn't work here.
