Anyway, sales are not that great for a couple of years. Before refunds were a thing you had flashsales and other awesome stuff, like 90% discounts for AAA games. Etc. These sales nowadays are not really sales. They are the normal prices for products that should be priced that way. Lets say Far Cry 5 is 50 euro all year round, during a sale it's 50% off. So 25 euro is the normal price that it should be all year round. Since everything is digital nowadays price of older game do not drop regulary, like that did in physicial shops. You often would find games becoming cheaper by the months, and then after a year or two there were priced like 10 or 20 euro.

This is pretty much how it’s always work, just now you have the point shop as well.
I think they are really awful!
Flash sales has already lost their 'flashiness' many sales before they were removed.
Flash/daily deals were around the levels of discount you get in the actual sales. And people forget they were a source of troubles. Some even with imprest on revenue.
Refunds made it 'oficial' but the horse was already dead by then.
"The good ol' days" didn't know badges. The first sale with cards was 2014. Before cards you had a bunch of tasks lke joining a group, writing a review, or get a seasonal game achievements. Depending on what was available within Steam back then. Badges also only existed since Summer Sale 2013.
And even dismissing these days, you got badges for participating in events like the Summer Adventure, the Grand Prix, Saliens, Monster Clicker, the sticker album ... or the forgettably bad ARG that granted yo uthe Red Herring badge.
Since Summer Sale last year the event character is completely gone and badges are granted for craftin through cards or redeeming points. If you want you can also count the Lunar Sale 2020 as the turning point were you got a badge for redeeming the tokens that preceeded the point system.
Is it really a sale in which you get to take advantage of rare discounts??? It's I've seen these same sales all year, at least on my wish list.

it's a good idea to wait for a game when it's on the discount you'd like
