That hasn't changed.
Are you refering the device, if so the Steam link is a device that allow you to stream from your PC to the device that somewhere else in your home, or another location.
Or are you refering to the app, it's an app same purpose as the device, but the app is available, via Google Play, app store, and Linux store for Devices that has ARM base processor, that means your smart phone, tablet, or raspberry Pi.
Steam Link is also available for x86 / x64 Windows, Linux and MacOS

The Steam link app I refer to is a standalone app that AFAIK in the past, not talking about the Steam client. Steam has provided PC to PC streaming regertless of ARM, or x86/x64 processor, as you use Steam client to Steam client on same network, or using tunnel to be on same network. Steam link app goes a little beyond where you don't have to be on same network anymore from 2020 update i think it was, not sure when they made a Windows version/
Look further down the page, Steam Link has it's own section there now.
March 23th 2021 you don't see it there, but 2 days later they added it.
