Because although I definitely see plenty of cute anime characters only a small minority seems to be into something else besides posing ;) And even then one could probably argue that the main reason I think so was is because I may be seeing things which aren't actually there in the first place.

Thats a myth btw. While its true that the national age of consent is 13, every singe prefecture in Japan has it set to 16-18 which overrides the national limit.
And that has been the case for many many years.

Btw here in Germany the Age of Consent is 14.
