Business noob here -- I thought Free Radical was the developer (not Disney?) and why would it have to be Microsoft paying? Instead of any other publisher?

There is a thread for game requests.
I suggest contacting the game's developer with your request as developers choose to put their games on Steam. Valve doesn't go and find game for Steam.
Disney owns the Simpsons IP, so any game made has to have a license to use their IP. That license expires and has to be renewed, so in order to sell more copies, the developer has to renew their license with Disney.
Disney also can't sell the game with out the rights from the game's developer.
