Can someone explain the rating system for mods?

It apparently takes 22+ ratings to get an official start rating on your mod, at least for Motorsport Manager. What I don't understand is that on a 5 star system, with 85% positive, a mod only had a 3/5 star rating. I would think being over 80% would be a 4 star rating

it needs minimum 25 likes to disappears Not enough ratings message (and 25 positives + 0 negatives = 3 stars on mod page and 4 stars on workshop pages)

This system makes no sense. I have 25 positive ratings on my mod and no negative ones and it translated that to a 3 out of 5 on the mod page and 4 out of 5 on workshop pages.
