You are assuming you are correct that "i agree" is not an acceptable response to a post simply because you have defined it so,
A moderator will decide if it is or not spam.
Also you just said "+1" is against the general rules above, yet "I agree" on it's own being completely identical in what it does is different... because it uses 6 letters instead?
the forums are for discussions, and only posting I agree is not really much of a discussion unless the person posting it was already involved in the discussion.
Your defintion of clutter needs moderator approval to deem it so and include it as spam while you continue to ignore the advice given because you are not getting affirmation of your viewpoint when you have been given an answer.
Report a thread or individual posts and let a moderator decide what is clutter, spam etc.

I understood your point very clearly. You have defined "i agree" as unneccesary and deem it requires a "gauge of public opinion" whilst ignoring REPORT any post or thread you believe contains spam.
Secondly to "gauge public opinion" you would have to do a poll or survey which is against the rules.
Saying "I agree" isn't really discussion. That's kind of why it forms part of the spam thing.
A discussion means you actually add, disagree or contribute in some way.
Saying "I agree" is not the remit of these forums. It might work on something like the suggestions forum here, but not on most of the other mains.
OP seems to be focusing on threads in any forum about new ideas and suggestions, not necessarily just in the general Steam forums but also specific game forums, to which the like system would make sense IF there were a way to gauge how many people do not like it as well.
If the idea - by the OP or another argument further in the thread - was already good and well constructed, many people will not elaborate further; i.e. I do not see the need to say the same thing that was mentioned by the OP and/or other users just so I can say I agree or disagree.
from experience if you do first or another +1 you get
a forum ban... and that can be in any forum.... or a different forum
and ban times increase the more you do it.... yay for fun...
