This isn't always the case. World War 1 Centennial Edition was removed from Steam ages (like 7+ years) ago but Steam keys for it are still being sold in number of legitimate outlets.

It will probably continue being sold until the stores run out of keys as no new keys can be issued and I believe developer has gone bust. It's not the only one I've seen either.
The rubbish isn't about keys still existing. The rubbish is the idea that you can get one of those keys from any legitimate source. Your only source for the keys would be illegitimate key resellers which are dangerous and unreliable, or if you just happen to know someone who has an unredeemed key. You're right about them getting more expensive as time goes on, but they get more expensive in shady illegitimate key reselling sites.
1st off, you can buy games that are no longer on Steam from sites like G 2 A, that's how I got Prey, you can also get Dark Souls original and all that kinda stuff there too, it's not as shady as people keep saying, it's just unethical or whatever, lol.
2nd, this does not work for Ubisoft games, keys sold that are Ubisoft games are used on Ubisoft Connect or Uplay, so even if you buy Tintin from that site, which you can, you won't get it for Steam, sorry.
