The only games generally on sale for those prices are absolutely dumpster fire non-game asset flip type trash. I wouldn't recommend any of them. Even if you get some liking in them, it will be as long lasting as a NFT's valu (topical pun).
Your best bet is to look through the "Specials" section of the store and see what is on sale, and sort the results by price. Try to find classic older games that might be on offer.
Alterntivaly see if Humble Bundle or Fanatical have any deals on at present.
And if not, save your money.

There will be hundreds (maybe thousand(s)) of games under that but i cant suggest any cause they all look like mediocre indies

Free games are plentiful on the Steam store use the category on the left.
