Mystified me the first time that happened. Might be a function of the VPN (I use NORD) so might not be true for you.
If a games servers aren't being listed that's an issue between you and those servers, nothing to do with Steam.
You'd be better off asking in the game forums for the games that you are having issues with this on. I am required to have a VPN on or use proxies on my work computers, but I am also allowed to game on them. No issues, but I don't play MP/co-op games often, and my VPN and proxyies are always set within the country I live in. If I have to set my IP outside of my country of residence for a job, I don't use Steam at all until I can reset back to my home country.
Ditto on all counts. I've used NordVPN for years and turned on the killswitch when the government ended Net Neutrality. And as Reggae said, as long as you aren't using it to bypass regional restrictions it's not an issue as far as I'm aware.
And today is the day I discover that prices vary based on country lol.
You can freely use a VPN - they themselves are no problem. It's HOW you use them that is the matter here.
So using them to find different servers for a game or anything like that, absolutely fine.
Using them to try and circumvent regional pricing, big no no. As that is a clear breach of the terms and coniditions.
