Why can't we move games before updating???
I'm trying to move a game from an hdd to an ssd before updating because ssds have significantly faster writes, but Steam prevents me from doing it and shows me a dialog box. What more nonsensical bs does this platform have to offer?

You can, just move the game folder to the ssd. Then uninstall the game and then re install on the ssd. Steam will most likely detect the files and skip download them.

Just did that, steam recognizes a small portion of the files and then deletes all the rest just to reinstall it. Makes absolutely no sense.

Neither does installing a game on an hdd just to move it for "faster writes". It'll take you longer to move it than it would to update it where it is.

You totally misunderstood me
I've just freed space on my ssd and wanted to move the game, so I figured I could just move the game then update it. It wouldn't take me longer to move it than to update it because that's just how disks work. Reads were always faster than writes.
With fast download speeds, any consumer grade hdd would hugely bottleneck downloads because of their slow writes.

Because the files are in use hence why you cannot move it. In other words they are locked due to the pending update.

I have mechanical hdd's that more then walk ssd's plus ssd's life span is short as in hdd and nvme for me. I do have 2 ssd's in my rig but they are rarely used. And as Nx Machina said the files are in use and is why you cannot move them plus if you want fast wirte speeds use an nvme which uses ssd technology but not a standard ssd as they are slower and have short life spans.
Why would the files be in use if one tries to move games before updating? That doesn't make sense.

Probably confused with the status, as they may well be TRYING to update?

I mean if they've paused it, for example then this can occur.
