If you see a picture somewhere, it does not mean you can just use it on your profile, the use of hate symbols and copyrighted pictures is not allowed. You can report skins and profiles that break those rules.
Who banned you?
Getting kicked from a server by the server admin or owner is not the same as being banned from a game.
Being told by Steam Support to change your avatar is not the same as being banned from a game.
Your account shows no bans, so...
Edit: and just to clarify, pretty much all hate symbols have been appropriated and repurposed by the groups using them. Once the connotation has bee changed, it's hard to link them to anything else... Being educated on a symbols origin is irrelevant and is not an excuse to use it.
The problem is, i was hoping you would understand that certain symbols are seen as hate symbols, it does not matter if it is used in a non-hate context. I am not even going to discuss this anymore, just have a talk with steam Support as IFIYGD suggested. Good luck with that.
Steam's Discussions Rules and Guidelines only apply to Discussions, Reviews, and User Generated Content. Games have their own, much more lenient rules (basically almost anything goes as long as it's not outright illegal or so controversial that it being on platform would harm Steam/Valve) and can contain plenty of stuff that can get a user posting the same banned.
Basically if the game is on platform, it's content already has Steam's approval for being here. Although Steam does on occasion ban games after release most removals are due to some kind of abuse or copyright dispute and not due to in-game content.

The list is more like a museum of symbols. A lot of them aren't used and are extremely rare even.
I mean symbol number two is 100%. I never heard of that one.

hate symbols are only hate symbols if they are actively used as such. The most well known example is the hooked cross, this symbol is no longer used as hate symbol (at all). It is only used in games, history books, and in modern times on the map to indicate shinto shrines or something.
the 'hate' that was associated on the symbol is burried basically. It has been forgiven, and people no longer see it as something to worry about of feel oppressed with, so it isn't even used as a joke.
but the list still lists such forgiven symbols 'as actively being frequently used', because they're victims and like the pats they get from playing victim I suppose, or are simply unforgiving. Full history behind the symbol use is excluded and so indirectly they make people permanently afraid of them.
Anyway this list can only get bigger and not smaller due to this. Hense you'll probably see a lot more weirdness going in there at some point because everything can be corrupted to a hate symbol
(edit: no idk how it is in the rest of the world, but somehow I doubt you see a lot of these symbols.)
(edit 2: keep in mind that people rather not take any risk. some people easily get offended by ideas and symbols can bring them ideas. Despite your intention may be different, since it is just a symbol and not a message the idea is up to the reader to decide and can invoke all kinds of bad stuff in them and ... publishers as well as steam likely don't want any trouble, so that maybe why your avatar got removed)
