Obviously, that is not an elegant or intended solution.
The only way to start a new game is probably just change the hardship levels.
Steam Achievement Manager exists (I use it from tie to time to fix achievements)> You can relock achievements but the problem is that it entirely depends how the game stores the variables for those achievements.
For example, if you have an achievement like "kill 100 enemies", and you've unlocked it, because you've actually killed about 150 then relocking it you might think is fine. BUt that 150 killed criteria may still be there as the variable hasn't been cleared.
So when you start the game up again it will either unlock instantly again, or will never unlock.
Sometimes though things go fine, because as I said it depends how the game is written.
So you could always ask in that game's forum beforehand to see if anyone has experience of this.
