And just because a word is filtered out on Steam doesn't necessarily mean it's because it's offensive. There are a few words and phrases that are filtered out due to other reasons.

I am fine with what those at Valve want to filter (or mis-filter) since we all have the ability to change our own filters and what we want to see or not. It would be completely different if we did not have this filter as I hate to see words filtered since they can't hurt people, they are only words. It's the context behind them that is the real problem and how they are used.
But OP words have completely different meanings in other areas of the world and languages so you'll need to get used to that and having words filtered when you think they shouldn't.
I agree, anything can technically become a word because people give it context even if it's not in a dictionary. On top of that, all languages/words change over time and all the time.

A weebo is someone obsessed by Japanese culture, it's not a "racist slur" in the slightest. It's like saying the word "metal head" is a racist slur.
