A properly done service only saves a HASH value and SALTs it on top. It can be used to verify a password, but not be used to reverse calculate one.
Because people like you use passwords across several services.
If I gain access to your Steam account, I can just use this username or email to try to gain access to several other services.
Which, btw, is one way most accounts get "hacked".

Why do you want an old password so badly anyway? Hmmm? Seems fishy.
If it's yours, *write it the hell down* and keep it somewhere reasonably safe - if you're in a dorm or in a house with multiple people who may want to use your account, MEMORIZE IT.
There's nothing worse than having an account stolen, and account security is your responsibility. Do what YOU need to do, to remember your own password, and keep it safe. It's not Steam's job, but they do their level best to protect accounts. This would fly in the face of all sane protections.
That means steam store your password in a way that they can tell you what it is. That fundamentally means it’s stored in an insecure manner.
If some website could tell you what your previous passwords were, I would immediately deactivate my account from such a site that has such poor security measures
