Buying games twice.
If I own a game on Xbox and want to play it on steam, will I have to buy the game twice?

If the game is on Steam then yes. Some Xbox play anywhere titles can be played on Xbox Live on Windows and on console but for normal titles you will need a licence for the platform.

Check the Windows store and see if the game supports it.

https://www.microsoft.com/en-us/store/b/xboxgames

Keep in mind that you still don't get access to the one on Steam.

So does that mean I can't get access to the game on steam?

Not unless you buy it on Steam or are given a Steam key.

You bought a license for an Xbox game. That license typically doesn't give you access to free copies from other platforms or stores. IE If you buy an Xbox game, do you get a free PlayStation copy (if available)? Why would PC be different?

Only if you purchase the game on Steam.

If you want Steam to just launch the game, you can add any other game you have on Windows to your Steam client, as a non-Steam game.

Doing so is different from registering that game to your Steam account, though. You won't get, say, achievements on your Steam profile for playing that game, if all you did was add it as a non-Steam game, even if that game can be bought on Steam.

If you own The Beatles' 'Abbey Road' on cassette, it doesn't entitle you to a free CD Copy... seriously, where did all this entitlement start anyway:riddler:...:-)

What? So they could be told to go ask on Steam since its specifically in regards to Steam availability?
