Thing is you only really have that one option - to check where you got the card from.
Note the rule change that people are referring to. If you are not living in Russia, that is likely the problem, as you can't do region jumping anymore.
In which you still have to go back to where you got the card.
So not onlycan it be as you say, but you could equally be breaking by having a correct payment method, but then lie about your address and use your VPN.
