Russian account won't accept steam gift card

Thing is you only really have that one option - to check where you got the card from.

Note the rule change that people are referring to. If you are not living in Russia, that is likely the problem, as you can't do region jumping anymore.

In which you still have to go back to where you got the card.

It did works with other account, but not with the Russian one

Not quite - ANY means of circumventing the rules with the use of a VPN is a breach of the rules. That's the point.

So not onlycan it be as you say, but you could equally be breaking by having a correct payment method, but then lie about your address and use your VPN.
