Valve doesn't sell bulk keys, the only ones that can and will do that are the game developer/publisher/IP holder of the game. Go to their games discussion area and ask them if you can buy a bunch in bulk.
But unless you are buying hundreds of 1 game don't expect to get a discount on them.
If you just want a bunch of individual cheap games, go look at bundle sites like humble bundle, fanatical, Indie Gala and others and buy some of the cheaper bundles.
You could also wait for a sale on steam, Chinese New Year, they might have some on for 90%.
I haven't seen a "$1 bundle" from Fanatical in a while either.
So, as far as I'm concerned, I'd probably look at Indiegala and DIG...
Then buy real games. What's the point behind 'bulking' your account, beyond 'then making yourself look big to impress potential scam victims'?
Stop caring about inflated numbers now. There's absolutely not point in having a high game count, high level, or high anything on Steam. Nobody cares. And those who do will rathe rlaugh at you having bought hundreds of trash games.
