This is a typical region lock message. Ur friend should be in one of those regions for accepting the gift. U can’t sent the game ? It’s because the price different between ur country and his country is more than 10%.

Buy him a gift card directly on Steam and buys the game for himself.

This depends on what country you're both in and the specific game. Without that knowledge, it's impossible to give a definitive answer other than "buy them a Steam wallet gift card".
