doing that actually made my network unidentifiable and says i dont have an internet connection..
not sure how that would even remotely stop someone like the OP from having their newtwork completely die out...
Your network is probably set to "IPV6 only" which explains why it disappears when you disable the protocol version 6.
You can try the same thing with " Internet protocol version 4 " and let the version 6 activated.

That's because as I already explained, Steam does things differently.
All games are downloaded COMPRESSED and ENCRYPTED on here, and you won't find that on most other sites.
Ergo, they don't use your CPU and hard drive the same way. That's the point.
This actually fixed my problem.
My modem has no IPv6, and so I disabled this IPv6 in my router too, I thought this was enough to disable since the internet connection worked normally. I didn't know this was causing a problem for steam. Steam is happy now and downloading at full speed.

Wow. I just came to say thank you. I have had this issue for years and I've probably spent more hours on google than I want to admit trying to fix this but this worked. Now I can download a game and use internet at the same time, what a revolution

just want to say i was experiencing this issue. My ATT 300mbps internet plan would allow steam to ramp up to 20MB/s, then after 10 seconds it'd be down to 150kbps, then disconnect from the router. after reading this reply i logged on to my router, navigated to the NAT table page, and hit 'reset all sessions'. Restarted steam download and now I'm maintaining a constant 35 MBps download with no dropping connections! Thank yuou for the help!
Thank you! This was driving me crazy and never used to happen. But lately when downloading on steam it kills my internet, this fixed it for me.
If I nuke an pave my box, my steam downloads work like a charm the first download, then every install after that forces just my computer with in the house hold to drop network connectivity.
I've capped my download speeds.
I've removed IPV6 from my wifi connection.
I've Reinstalled Steam
I've stopped background services that would affect performance and/or network activity.
After that, I nuked and paved my box. (1st time)
Installed Steam
I installed wireshark and procmon, started my downloads, and had no problems the first 2 or 3 times.
I stopped watching the network then started losing my connections again.
I nuked and paved a 2nd time as I was playing with MSFT bloatware that I could live with out.
My steam downloads began to fail after the first install.
I believe that the issue is multiple variables spread between multiple entities.
1. Covid-19: This did cause ISP's to throttle like a boss an basically not tell any one until enough smart folks were complaining.
2. Steam Encrypted Download: Well, I just learned about this here.. but I've never had this problem until the Steam Cloud Update, so this makes me wonder if there is a failure, as well, on the steam side.
3. Steam Encrypted Downloads II: I have a pos NightHawk wifi switch connected to a pos Comcast Router. All together 3 networks. 2 on the NightHawk (Guest, Work). And 1 on the Router (Schooling). Only my computer on any of these networks loses connection via steam download.
I've been investigating this issue for awhile and never thought it would be so difficult that I would have had to start logging my activities to search for a resolution professionally.
In all, there are too many different factors, variables, ect causing many players to not download games on steam, and only steam, in an acceptable manner. To a point where I want to interview each person with this problem with tough questions like,
"How much do you spend on steam weekly? Both time and money",
"What region are you connected to?",
"What have you tried to fix the issue?",
"What is your network setup?",
As this issue may be targeting 'profiles' as well.
Statistics may even be going back to valve and we may be able to request professional resources to investigate, I don't know. But alot of this problem does not make any linear sense. Or at least the problem itself is not 100% clear as to what is affecting it.
This is just my thought. Even If I had a solution, I'm more sure that it's not someone else solution then I am that it's a dependable solution.
