Is there a way to put a CRT overlay effect on any Steam game?
Emulators support this feature most of the time but I'm wondering if there is a program that can put an overlay effect on a game from Steam.

Pretty sure that nothing can be done within Steam, as that would involve someone writing a script or something that either hooks into the overlay or Steam itself.

If you wish to go down this avenue you are far better served looking for someone who has done something like this for your graphics card manufacturer. I admit I'm really clutching at straws on this one, but that's probably the best avenue you're going to get.

If someone has a modified driver or UI that will trigger it (say within nvidia overlay) that'd be the best you could get, I'd say.
You could probably use reshade for this, I'm fairly sure there are some CRT like filters.

It's even a standard effect that ReShade will install by default.
