Simply because this problem was just as prevalent BEFORE the awards were a thing.
Does it make it worse? Maybe, but I haven't noticed any real effect. Simply because the ability to report always exists anyway.
Even games with nudity. There needs to be better way to block this, and only allow what you want to see. During this last summer sale, Steam spammed me with a tons of nudity games because I happen to own Conan exiles. I like Conan, but I do not care to see other nudity games flashing across my screen.
That's why the system works as it does now. It's not perfect, but allowing a BASIC check for images, posts and such (which DOES actually happen automatically) and then if anything gets through it's down to us users to report it. That has shown to work pretty well.
It's easy to suggest new ideas, but you have to understand that things are rarely that simple.
The problem is that nobody like serious guides.
You either adapt to that or get left behind.
Personally I only made one guide myself and that is super serious and actually tries to help people not getting into gambling and other things.. but sadly.. nobody likes it.

To be perfectly frank, yeah, the most better received guides have levity and humour in. That's been the case for decades in the old-school media too.
The very first thing I wrote as a test piece for a gaming mag back in the 1990s was returned saying "inject a bit more life into it< and joke a bit" as I'd taken it too matter of factly and drily.
So there's no reason why there shouldn't be SOME humour at minimum in there.
Although again, to be fair, this is really tackling those that are purely "for teh lulz" and offer almost nothing in the way of guides.
It is the same with reviews tbh.
I can spend much time on reviews, tell my bias and then also put up some objectivity and go into big detail

You might also note, that posting hostile, fanboism or low ball jokes, will nick you a lot of awards (another trend, that have helped guildes, reviews, etc to become like this)
Even steam threads and post now a days, have the same focus.
That has nothing to do with the "joking" you talk about, because that is high class, it is used to keep the reader interested and to section into something new, etc.

Those sort of things you should report. That's how it works. Of course, how quickly they get seen to is another matter.
