It would be complicated, but they could effectively do a "save the tax" sale. You're still paying the tax, (because legally you have to in most jurisdictions), but they offset it with said discount. It would eat into their own profits if Valve were to set it up, but it's possible. Even if highly unlikely.
Why should Steam be made to subsidize your tax obligation? And you're right. Go out and vote for those that represent your political values.
Canada's has actually fluctuated several times. Repealed completely, no, but in headier economic times both provinces and the federal government have cut their taxes. Granted, the GST was only supposed to be "temporary" back when it was passed (in the '80s, I think), but it was reduced from 7% to 5% eventually. I mean, combined GST/PST in Ontario used to be 15%. The current HST is only 13%. That's 2 whole percentage points we're "saving" now.
