Expect them to reject the manual refund
There is no way to talk to Steam Support directly.
If your manual refund request is denied you are not getting a refund.

Yeah the game was called Jet Pack when i bought it. But changed name to Jet Set Corps. I was an 80's kid and grew up in 8-bit era so it was a nice bit of nostalgia, an innocent enough purchase that got taken away. I speculate it's an IP issue, but that shouldn't be the end users place to judge what can be a risky buy or not. What worries me here is the precedence it sets. Does it mean any purchase i make can just be taken away legally with no explanation?
I will go for the email option though, thanks for the suggestion.
I've only played it about 18 minutes but it has been a few months since the purchase. I was happy with the product, it was a retro inspired title i wished to play more of in the future. But the problem is that yesterday a patch was made, which initially made me happy as i thought the game was still getting support, perhaps even new content. Instead it made the game unplayable, deliberately. The game was also withdrawn from store, perhaps prior to that.

But what i bought has been taken away with no explanation. That sets a dangerous precedence, does it mean any game you buy can just be taken away with no explanation? The game was cheap but imagine if you spent £60 on a single player game that doesnt require servers to be maintained, for that to happen. And with no legal angle to stand on? That can't be right.
A few months over the purchase basically means very little chance of a refund. Steam no longer has your money, the publisher does. So if anything you'd need to contact the publisher to try to get a refund
It's not steam's fault, the store doesn't offer a lifetime warranty on products that aren't sold by them. It's going to be between you and the people who actually made the game.
You say a few months, it's highly unlikely Steam will give you a refund. You might be lucky, but in the end your issue is with the game developer and not the store. There comes a point where the store fulfilled its responsibility and the issue has to be dealt with the product creator and owner.
But as I said, you might be lucky.
