Requirements to remove "restrictions"?
What are requirements to remove your "restrictions" on Steam profile once you create it? Is it only 5$ to spend? And if so, does it count if someone else gifts Steam card to them, or they must spend money directly from their bank/account? Asking for a friend

1st yeah its only 5$ (or equalivent in your own currency)

Both of those are false.

1. You do not need to spend your own money. You could buy a $5 steam wallet physical card and give your friend the code and that would remove it once he redeems it.
2. You do not need to buy something once a year. Just a one time purchase of at least $5

Some examples of purchases that grant access to these features are:

Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account

Redeeming a PHYSICAL gift card will lift the restrictions. However you can't send someone a digital gift card THRU steam for it to count. It has to be a physical card you bought from a store that they then redeem.

(Receiving a Steam gift or DIGITAL gift card from a friend doesn't count

Hence why you have to buy a steam wallet card which is a PHYSICAL card, and hence why i've already told you this 3 times.

You cannot GIFT the money thru steam, but if you buy a PHYSICAL card it counts. Again it specifically states it

Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account

You just cannot receive a DIGITAL gift card to lift it.

Which is "spending your own money". After all, you bought that card with your own money. My point was that no, you can't unlock by having someone else gift you 5 bucks or 5 bucks worth of games.
