do you have mobile activated?
if you don't, the 15 day restriction will be there and there's no way to bypass... sorry.

Don't you think if it could be simply got around Valve wouldn't have wasted resources to code it?

No, the restriction is there for a reason. Doesn't matter if you like or agree with it. You have to deal with it just like anyone else

changing security settings triggers it, just to give the owner time to contact support and fix the problem if the acct is stolen/hacked to prevent steam inventory items loss

contact the other party and offer the trade again when the ban is lifted

Yup, it would be completely counter-productive if there were a way round it, wouldn;t it, as every scammer would simply do just that.

Sorry, but you have to wait. That's how it's supposed to work.

install steam on your mobile and activate steam guard and you wont have this restriction anymore ...if for some unknown reason you dont want ..and the trade was made by both sides in that 15 days nothing will expire...you will have for example your cards and human you trade his cards/emoji whatever ...no-one if you will lose the deal or something ...my advice install steam guard and tell your friend to do it so too bcs it needs for 2 to have it ...steam guard also protect you against hackers as long as you dont give away that unique codes you will have

Yup, pro tip - NEVER turn off Steam Guard. And if you ever have a cooldown, remobing security features is never going to change things for the better, only worse.
OP this shouldn't even be a thing. Hopefully one day Steam gets rid of it.

If you mean "to allow you to steal other people's items more quickly since they won't have a notification or safety feature to prevent it"...

or

"If I want my items to simply vanish if I trust some yahoo on discord when they tell me they'll pay me real money".

So no, it'll be staying right where it is. A minor inconvenience of cooldown or buffer time to make SURE that it's not some guy who stole the account doing things with it, is vital.

Very funny. Hackers and scammers should burn in hell. And anyone that helps them should be banned permanently.

I was there, 3000 years ago, when there in fact was a checkbox labeled, not verbatim, "I'm not an idiot, take the training wheels off. However, Steam support won't help if I give my stuff away". The second sentence is actually almost verbatim.

So Steam users could opt out of any Steam Guard requirements, while agreeing they're on their own if things go awry.

Well, no need to guess what happened: piles up in heaps of angry rants on the forum about evil Steam support not helping after opting out of help.

It's just another case of idiots ruining things for everyone.

Hacker? The accounts are hijacked not hacked. Hacking requires exploiting weakness in the code. The people behind this likely couldn't even code a basic 'hello world' program. They may be able to use basic web designing but that could always being using templates others have used. Judging by the similarities between them that would be reasonable.

People accounts are compromised by them using phishing websites and them literally giving someone else all the information they need to login to their account. 0 hacking involved.

Don't like the extra security measures blame them NOT Valve. It's because of them Valve implemented further protection.

So when you manage to educate and ensure 100% of users will not fall for either the obvious or the most complex scams and phishing sites maybe Valve would consider it. Until then the added security is to protect the most vulnerable whilst the rest of us have to put up with it.

If Valve made it an option the most vulnerable would turn it off and agreeing they do so at their own risk. They'd do stupid ♥♥♥♥ leading to account compromises and then they'd be hear blaming Valve for not protecting them.

Look at the group the OP is advertising in their name.

Most of the people in it advertise scam sites in their name. Then the OP wonders why they have a restriction to protect them from scammers.

READ the OT. It has nothing to do with their name it's because they don't have the mobile Authenticator installed
