What part of permanent isn't clear to you?
If you want to play, you'll have to have a new account, but frankly from what I have heard, rust will figure out you're trying to dodge a ban and may very well be able to ban it too. They don't like cheaters.
For Rust... Depends on who banned the account. Easy Anti-Cheat or Facepunch themselves.

For the developer ban... Sadly, the FP forums are now closed so, use their Steam forum.

But go through Easy Anti-Cheat first. They'll let you know if they banned the account or the developers.
Before people try and say I was hacking just think about it... I was Admin on my own local server with one other person in it.. I had no reason to cheat whatsoever..
Rust / EAC falsely banned me essentially stealing my 40 dollars from me for absolutely no reason with no support or follow up or way to fight the game ban.. That is my one and only experience playing Rust and now I have a game ban on my steam account.
I've stopped using steam for new game purchases and won't even try to play rust again.. Their not going to steal another 40 dollars from me.. lol.
But you don't get "banned for no reason", the fact the account is still banned 205 days later confirms the use of known cheats or other software designed for cheating. Running your own local server does not excuse the use of cheats, thus earning a ban with anything protected with an anti-cheat.

But again, 205 days means you were caught with known cheats.
Steam did not steal anything, you get game banned for cheating so if you do not wish to lose money in games with anti-cheats; don't cheat.
