Report a translation problem
As soon as everyone realizes that Steam does not utilize Discord for any account issues, the scam will continue. So, basically forever.
Keep reporting those accounts on Discord when you have the opportunity. It's a Discord problem more than it is a Steam issue.

I'm sure i would pay attention to atleast one important email from steam..
They don't even end their lines with dots, forget commas, etc. see the screenshot.
I really hope no one fell for this. (yes I get someone did, but other then them)

even the first two words "We acknowledge" sounds ... robotic.
If they ran it through a spell checker even once and autocorrected it, then it would have been more convincing, but oddly they didn't even do this one simple thing.
Edit 2: considering too that there is an AI (deep learning) tool out there that can convert casual tone into formal and vise versa.
Pretty much every aspect about that should raise concern...
Lot of grammar issues,
Steam would never tell someone to directly contact the user they reported,
Steam support would never share someone else's ticket with you,
Steam support would never share someone else's account details,
Steam support does not use other platforms for communication (like Discord),
They would not need you to directly contact another Valve employee,
Steam would never take action from a report with no proof - a "mistaken" report means nothing
and a bunch of other things... any one of those should make you suspicious of it
