Shops determine what they want to accept. This is absolutely set in stone in law.
And if they only accept Apple Pay for your region, then the only choice you have is to use it, or don't.

Use the webbrowser to buy games instead; that will let you use more payment methods even on the Steam store.
Also, for other shops, make sure to check what you get. GoG never gives you Steam keys because they have their own thing; other shops may give you keys for UPlay or Origin because that's the "native" platform for some publishers. You can even get Epic keys nowadays. They will generally tell you on their respective store page what exactly they will give you.
