Use Apple Pay then.

You can only ever pay by the options listed. This is not just a Valve thing, it's the saem for ANYWHERE in any Store in any place. Not even just online.

Shops determine what they want to accept. This is absolutely set in stone in law.

And if they only accept Apple Pay for your region, then the only choice you have is to use it, or don't.

I just had this question as well, but I found a solution (kind of). So for any future people looking this up: Use GOG.com, MacGameStore/WinGameStore, or probably many other providers. Unlike Valve most will accept all modern payment methods no problem and most will grant you a steam key you can active in steam.

Oh... so you're using an iOS App? Because usually Steam wouldn't be that restrictive, but Apple tends to force these things onto iOS apps.

Use the webbrowser to buy games instead; that will let you use more payment methods even on the Steam store.

Also, for other shops, make sure to check what you get. GoG never gives you Steam keys because they have their own thing; other shops may give you keys for UPlay or Origin because that's the "native" platform for some publishers. You can even get Epic keys nowadays. They will generally tell you on their respective store page what exactly they will give you.
