Many people like to say its L4D3, but i think if Valve hadn't intervened with TRS, L4D wouldn't have taken the direction that it took years ago, making it an iconic franchise.
B4B seems to have the same four player co-op, but for now we don't know much about the gameplay to say anything definitive.
Being relevant to the original post... it's just the same answers you get from asking why Half-Life 3 wasn't a thing.
P.S: L4D2 had an update in September driven by the community with a Valve employee's help (new content etc).

The devs literraly said that back 4 Blood ll be a different Game that has nothing to do with left 4 dead
If you expect a left 4 dead 3 you ll be disapointed
They did tried making them though but source 2 gave them trouble
But as others have cautioned, the upcoming Back4Blood is NOT Left4Dead in all but name.
Not least of which, they have the easy ability to make a game of that name, as licencing isn't of question, but this is clearly it's own thing.
Frankly, don't be surprised if you find out that it's better than Left4Dead because things have moved on since then.
