The issue with that is mostly the Devs would have to do sales for their countries/cultures holidays etc. On top of that, one country often doesn't celebrate or promote other countries, especially when they are political enemies or a particular country allows horrific things to take place. Being able to sell things is good enough. It wouldn't be good for business optics to pander that much.
Valve is already pushing things as-is, and people didn't like it very much (we all know someone thought it would be a good idea to test it - it wasn't). So it seems they're just sticking with being Valve and doing regular holidays & sales to not alienate a large basis of their consumers.
If you're worried about those things, you can still load up any amount at any time, or just use your payment method during the sale when you see and choose to get things you want. If you're within an immense financial difficulty, I wouldn't advise going crazy. Self control is within the users power, not Valves. Budgeting is a thing afterall.
The major sales are usually predictable to within a couple of days by the community.
Even away from the major sales there's some predictability - Star Wars games are always on sale on May 4th for example (May 4th = May the Force).
Generally there is very little difference between the late Autumn sale (just gone) and the Winter Sale either in what's on sale or the prices.

I'd say Summer sale is where changes can occur. It's at least four months after Lunar New Year and four months before Halloween, and five months before Late Autumn.
If publishers are considering changing sale prices that may be when they do it. There does tend to be little change between the three winter sales - Late Autumn, Winter, and Lunar New Year although Lunar New Year tends to get marginally less full participation from European and American based publishers - but it's a fluid thing.
"Who actually does that?!?!" Lots of people. The ones that aren't struggling.
Winter sale always encompasses Christmas Day and New Years day
Summer sale now invariably includes 25th June and 1st July
Late Autumn sale always encompasses Thanksgiving and Black Friday.
That gives you a fairly solid when they are and since the sales prices never change during the sale you can be sure if you hit those days the sale will be on.

The % off is not always the same, Gallifrey.
Gallifrey seem to mean that the percent doesn't change during that sale, not that it doesn't change for each sale, though to be honest, I've seen some general sale prices (weekend, midweek, ect.) lower then they are around the larger sales at times. Just depends on the developer and what they feel will work for them.
There are many that are 60-70% off and as high as 90% off as well. Just depends on the games you are looking at. About ten of the ones on my list were between 80 and 90% off for the Autumn sale.
Ok. I've seen the same. Surely the author has a say in whether they participate in sales or not and how much they'll allow the discount to be. It was great of Square Enix to give Tomb Raider away for free when the pandemic lock downs started. That seemed to be completely their decision and was very nice of them to do!
Creative Assembly deserve kudos too for giving away Shogun Total War 2 and Eidos for releasing a bundle 95% off - proceeds to Covid charities.
