There's no such thing as guaranteed drops as you're limited by other people craftinf badges for the game you're eligible for booster drops
Each 50 levels your chances double, so by level 2000 you have 40 times more chance to get a booster drop over the base rate.
There's +900.000 people playing CSGO right now. Let's imagine only half are eligible for a booster. So whenever a badge is crafted you have 1/450.000 chance of getting it. That's a whooping 0.00022%
By level 2000 you've increased that chance 40 times... Which makes for the incredible chance of 0.0089% of getting the booster drop.
I originally lvled up to 100 when I used to trade a lot, and I noticed people trust you more and it made trading generally a lot easier. Then grand prix sale hit and I got to lvl 110 without spending anything, a lot of users leveled up that sale a lot. Then I spent like 8 keys to hit lvl 123 cause it's a funny number hehe.
But to answer your main question, it's purely for showing off. Why do people buy skins in csgo?
To play better? No, to show off.

If you wish to invest in your steam account that's your business m8. Don't be put off by other people's judgement, your money, your life. Some people like to invest in shares, some like to invest in property, some like yourself like to invest in steam.
It should be as easy to comprehend as that. I personally have a laissez-faire attitude to most of the frippery on here, but others love to customize and tinker, and what's so wrong about that? This is at the end of the day, a means of entertainment, so what's that different between games themselves and these "meta" games?
Go and look at any "clicker" game. Very low levels of interaction - just clicks from a mouse. And yet there's something that appeals to certain people just to see those little bits of progress. It's no different to getting levels here.
It's just human nature.
Plus, yes there are those friend list slots as well.
