Also, learn that it is NOT like online gaming. Ping ain't a thing! So when you download and it's congested, DO NOT think "key, I'll just change to a neighbouring region" because that's likely congested too.
Go to Google, search for global timezones. Find a country that is currently around 2am. Choose a region there. Doesn't matter if it's in the middle of nowhere on the other side of the globe.
And just a heads up, it isn't as simple as "get more servers". It's WAY more complicated than that as it has to be balanced and managed, plus getting more servers won't always fix congestion because you'll still get bottlenecks somewhere beyond your control.
For instance, if your area is currently suffering with the lockdown, peope are at home bored, watching Netflix, Youtube, having skype calls with family members and so on, YOU are still going to suffer, even if Valve rented all the servers they could.
