Are you in Argentina now? Is the bank you use in Argentina?
Valve has cracked down a lot on user who were trying to claim they were in Argentina, just to get cheaper games then their actual region.
If you do not live in Argentina, nor have a payment method from Argentina (eg: An Argentina address, tied to an Argentina bank) then that may be why your region was changed.
If you live in Argentina and have such a bank account that you use for purchases, then you should be able to change the region back, though there may be a restriction on how much time has passes since a previous change and/or how often you can do so.

in that case I really have no idea sorry, personally I'd contact Steam Support since your account was hacked and your circumstances are exceptional and all
but, the thing is, if Steam does convert currencies, converting it back would just lose you even more money, assuming it works the same as currency conversions on other platforms
Then your region was changed to reflect your current region. You do not live in Argentina, so you shouldn't be paying those prices.
There is also the matter of taxes that may need to be collected and sent to the correct government body on purchases.
It sounds like it wasn't the hacker that changed it, imho.

Accounts aren't usually hacked, they are hijacked. Also, you can't change it back unless you have a payment method from Argentina, as has been explained to you.
You can justify it however you want - Valve is still within their rights to take action against your account. No one here can - or should - help you circumvent Steam's subscriber agreement (which you have openly admitted doing).
