Wondering if it might be a regional server issue?
So I made a short video. I dont have family sharing or made any changes to my games.
It started after the Steam Client update.The black will clear after a time. I cant use any other Steam tabs until the black screen clears like it has to load? Only these 3 games.

Uninstalled the 3 games from add remove programs Install Skyrim off DVD.
Still the problem persists. Clicking on either of the 3 games blinks the play icons for a sec then goes black and opens the what's new page instead.
Library link is broken.
The storage manager is when the problem started as these games were uninstalled. And The storage manager showed them as installed in C programfiles Steam Common drive when they were moved to E drive.
These 3 games glitched after steam updated and added the storage manager.
I am very sad I have no library references to Life is Feudal forest Village and Elder ScrollsV Skyrim.
To see details of these games I must look at the screenshots through the uploader tab for screenshots.
To play rightclick and play. Very annoying.
I have seen this before myself but it is rare.
Sadly I don't know how to fix it. The only thing I could suggest is trying to use Steam's internal functions to move the games somewhere else then move them back. I've had some success with that in the past.
5 years never had any issues.
I noticed it showed Forest Village and Skyrim installed on C drive when it wasnt, I had moved installation files ages ago to my 5 tb E drive.
Steam on E drive was listed in my library folders as default.
Is anything supposed to remain in C drive when moving installation files to E drive?
I shall do as you suggest since I have only those games installed on C drive.
I will also remove the steam setting enable cloud where applicable maybe cloud is messing with the storage manager.

Looked at every single acf file to see if they were in the right appdata on E then C drive and games matched them.
Once all the games matched the acf and the storage manager. Local C and E Steam
I moved the userdata files and the common files outside on Friday, and uninstalled Steam 4th time
reinstalled steam and for a while the library worked with forest village and Skyrim I was over the moon.
Spent the week redownload 1 TB of games lol. 4 games and steamworks.
But as soon as I added the screenshots back to forest village and skyrim toes up again.
So its related to the creenshots?
Might be something else you sovled along the way, I guess.
As long as you stick to what you've done you should be rosy.
Report it as a possible bug, a weird one.
There are no games now on my C:\Program Files (x86)\Steam\steamapps\common
Forest village does not have a library.
Elder ScrollsV Skyrim and Elder ScrollsV Skyrim Special also does not have a library.
Out of the 200 or so games I own only these 3 have this problem.
I've given up now and will just play Forest Village from a desktop shortcut or r/click those games play.
To view screenshots I can open the screenshot uploader from another game then select Forest Village from the list.
Maybe one day it fix itself.
Steam doesnt have a bugs discussion that I'm aware or I would have posted this in that section.
It started after the new storage Manager was installed.
Around the 14 or 16 Sept 2021 replacing the library folders.

I'm wondering if user data folder containing anything that might be an issue.
Another thing can try if those games are not installed check to see if you have the game app manifest file for them via Steamapp folder, delete them if you see the 3 games files, the numbers are the game ID number then launch Steam to test. If have them installed, just move the files out of the Steamapp folder and launch Steam to test.
LIF Forest = 496460
Skyrim = 72850
Skyrim special = 489830
Skyrim VR = 611670

I have written up everything I did above for anyone to read and see if they can think of something else.
There's only a format of my drive which I wont.
I did think about the beta Steam. Does that reqire a steam install? What would does it differ from Steam?
I've spent 4 days on this pretty tired now :)
To opt into beta click on Steam settings on first page you see button to opt into beta.
NOT FIXED still goes to black screen will roll back and restart my pc
Could I have reached the cloud limits? As both games have a lot of screenhots?
I tried this again as it worked before but once I restored the screenshots the 3 games library stopped working.
I only removed the 760 folder last time and when I restored it problem reappeared.
So again.
I completely removed the Userdata folder this time elsewhere then deleted everything except for the Steamapps and the Steam.
This time I have not restored the screenshots.
Clicked on Steam it downloads again the " 3 libraries work again, " it's wonderful to see the Artwork and the commujity stuff.
No screenshots restored for all games though.
Something in the screenshots Userdata or just 760? for those 3 games as you say >> "I'm wondering if user data folder containing anything that might be an issue" agree
