Check hat your task manager says while this is happening. It may give you a clue on what is happening.
For instance, if your disk usage is maxing out at 100% and you're on a laptop using Windows 10, it can be that stupid power saving crap tripping things up. There is a registry fix to stop that.
But it could equally be something else, like RAM, or CPU usage.

Ok, next thing to ask, does it freeze for long, and can you actually do anything else on your PC when it happens?
Ah in that case, it may just be that Steam is a bit wonky at the moment.
Maintenance is always on Tuesday nights, and the last few weeks they've been gradually introducing backend changes and this week Steam seems to be slow and somewhat broken for many, so I wouldn't be surprised if that's the case for you.
It's a change they've done to the backend, something to do with word filters that's made it go slow. So steam stats aren't going to say anything untoward.
