For trading stuff on Steam? Only Steam iteslef. ALL outsides sites will scam you and harvest your account details.
But you're not going make money much here on Steam. It's a fool's pursuit.
Trading cards offers you the least way anyway. You can only get pence on cards, and as you'd need to buy the games in the firsdt place, even charity bundles aren't going to make that viable.
Your best bet is to play games like Team Fortress 2 or similar and earn in game items and HOPE you get some rares that you can sell or trade. That's about your best bet.
But even then, you're best off finding other forms of making money because this just doesn't cut it.
Whatever you do don't fall prey to your own greed. If outside sites beg you to sell stuff for real cash, DO NOT do it. Go and look through this very forum at all the "help I lost my account posts" and see that ALL of tehm lost their accounts via such sites.
You can as I said, but you won't make much. It's perhaps the WORST way to make money out of all the real life possibilities.
But that wasn't your claim. It was gettin glucky on foil cards, and that's impossible.
Simply because the rate of foil drops is low, and you need to buy games in order to get the chance of those card drops. You would need to spend LOADS of money just to get one foil on average.
So no it is not valid at all. Unless you can demonstrate some hard evidence as to otherwise.
I have over 1000 games on Steam. I've probably had all (or some) card drops on about 300 of those games. I have 23 pages of cards in my inventory, and about 3 foils.
SO do the maths there.
It is faster to make $1 in real life and then transfer that money to your Steam account.
It says you live in the USA.
Ask your parents if you can do a chore for $1 or even $5!
Ask a neighbour if you can walk their dog, or get some groceries at the store for them for pay!
Or mow a lawn... or find cans and return them to the store for the deposit back!
All these (and more) are probably faster than trying to earn $1 on Steam. Especially if you do not already have items of value in your Inventory. Also. if you are one of the people with a 15 day hold for trading and community market... then pretty much anything in real life that takes less than 15 days will be a faster way to earn money.

i know in covid times doing chores for neighbours might be tricky, but think of things you can do with a mask on or that don't require you to get too close to people so you stay safe :)
Actually during covid means that you can make MORE money. It all depends on thinking a bit more smartly.
Sure, you need to take precautions and sure, there will be jobs you can't do.
But there's things that you CAN do - such as helping out people who may be stuck at home who want stuff delivered to them. Asl people if they want you to go to the shops and charge them a couple of quid for doing so.
Being enterprising involves getting of your arse and thinking a bit.
